Vintage patterns are usually sized by bust measurement.  This is the best single measurement for choosing a pattern size.

PLEASE NOTE; the waist sizes in these charts are the SMALLEST possible size that can be made from the pattern size, after darts, pleats, tucks, etc. They are hourglass shapes in this traditional chart.  All patterns have allowances to adjust waist size.
